Is the 15 x 25 x 13.5 spacer 25 mm in length ? That’s just about the distance between the Cush bearing and the swing arm. But 15 mm OD would be to small to fit snug with the seal.

No, 15 id, 25 od, and 13.5 length.

Great thanks for the info. Since the distance between the Cush bearing and the swing arm is about 25mm on my bike, I was thinking that I should fabricate another spacer as above but extends the length to 25mm. There should not be any open axel, yes ? I am thinking also that perhaps also my swing arm is bent outward.

The problem is that the spacer between the swinging arm and the cush drive determines the chain line, so the only real way to get it right is to check that your swinging arm is straight, if not get it straightened, then assemble the rear wheel assembly with both sprockets in place and check the chain line with a straight edge.
