My '65 250NC doesn't have it, & I dont remember seeing a hole in that location before.
Is it threaded?... Maybe someone intended an oil return there, although it would be a funny place to send oil.

It isn't threaded. It looks to be drilled by (a ham-fisted) hand. I think I'll weld it closed and clean it up on the outside.

to fill with fresh grease ? A hole at the blind bush would make more sense.
