____ Not sure about your particular cause of the issue but, I've ran into the same problem when using some types of fork-fluids... Somehow gasses build-up within the fork-tubes and (helpfully) combine with the springs, (for more progressive springing), and thus (also unhelpfully) helps cause the forks to top-out, past the point where the springs (by themselves) would let-off on rebound pressure.
__ Try letting-out any built-up pressure by unscrewing the fork's top-caps, and see if that doesn't reduce (if not solve) your issue.
And if the same issue returns, then drain the fluid you're currently using and try something different. _ (A temporary flush-out run, may be required if you make a fluid-change to some completely different type of fluid.)
__ Please let us know what type of fluid you've currently been running within your forks.
