Narrow-case 31.5mm Forks Questions

Well I'm back to the well for some more information from the group. My new-to-me '64 250 Monza did not have the little springs inside the forks (like #30 in the 1st picture). I assume their purpose has to do with top-out situations (is that right)? Is eliminating these springs a common thing? If I need them, do you know a source? Is it possible that something weird like a Briggs & Stratton valve spring or some kind of clutch spring will work there? Would love to know the dimensions. The second image shows what was inside my forks (the valve body with the balls is still in the lower leg held via c clip). Am I missing anything else? Thanks!

Correction: I meant to say the valve body with the little balls is still in the bottom of the fork tube (not the lower leg).
