I've had about 50% success using a bearing separator, like this:

Put the whole thing into a hydraulic press- you'll probably need to block up from the platen to the bearing separator to make sure the bottom triple clamp is floating and not getting any pressure, and then try to press the lower race off the stem- this is a picture from the web, but you'll get the idea:

Be careful- I use a hand pump rather than an electric unit so I have a better feel, but still, once I was watching the lower race and pumping away with no movement- looked up too see that the stem was bending- ruined it.
If it's really corroded on I figure that I'll probably distort it trying to get it off, so I resort to a cutoff wheel and replace the race.
