Tim- hope you get it worked out, Jon was right, my guesses were way off.
It's kind of puzzling what the engineers were trying to do at the bottom of that leg, the angled hole looks like a 'weep' hole to drain fluid- maybe some sort of damping- don't give much weight to my ideas.
That lower bushing in the slider is a good feature, not too common on small bikes back then, the Honda CB77 had really a nice lower bushing design.

I always give weight to Rick's ideas.
The loose ring and hole reminds me of '50s AMC Teledraulic "shuttle valve" damping at the bottom of the fork legs. On compression, the ring uncovers the hole, rebound it covers it to restrict oil flow.
So, the plastic bush is stretched to get it on?
